Newspaper article by Kevin Dawson from Sunday Tribune, dated 16 February, 1992 and entitled "Condoms In, Church Out says New Minister". Includes a photograph of Minister for Health, Dr John O'Connell, who states that "[c]ondoms should be provided for as a protection against Aids without regard to moral objections". Also states that current Family Planning Bill in granting Health Boards regional control of the sale of condoms is "unworkable" and that "he would be 'criminally irresponsible' if he did not change the Bill in view of the Aids threat." Discusses the Catholic church and their position of authority in hospital management. Plans "new democratic structures for hospital management" removing the right of churches to a "reserved position" on the board of any publicly-funded hospital. Contends that the AIDS epidemic is "not an issue of morality - it is one of a public health programme."
